I had encounted this issue before and found the solution for it. And stupidly the same issue came back to me and I couldn’t resolve it!!!.. sigh.. I could remember the solution partially and recall that it’s related to oracle’s installation folder security setting.
Anyways, this is the way to resolve the issue mentioned in this blog entrie’s title.
After the precedure, it should just work.

What causes the error on asp.net web application is “index service”. To solve the problem disable the index service or exclude web application’s folder from indexing. Although index service is turned off and the error message still comes up, then give asp.net account permission to bin directory in the application folder according to the blog poster.
